Well, if ps3 development costs too much for small studios, i think that they’ll stick with ps2 rather than go to 360, the development of which certainly costs as much as ps3’s.
But, if the argument is correct, it could hurt ps3 in the long term (already 100 games are developed for ps3, slightly less than for 360). Sony should care more than it appears to do about the developers. I think it is the case according to news about middleware licensing.

Let’s see the playable demo in too weeks to infirm this FUD.
